Negotiators' compromise aims to improve credit rating system

Lawmakers negotiating to create the final version of the regulatory-revamp bill approved a compromise that strives to curb conflicts of interest in the assignment of credit ratings. The measure would order the Securities and Exchange Commission to study how to establish a system for assigning credit rating agencies to issue bond ratings and then implement such a system.
