Feds: Fresno district can't dissuade parents from costly tutoring

The U.S. Education Department has advised the Fresno (Calif.) Unified School District it cannot discourage parents from seeking expensive private tutoring available under NCLB. The district had directed its principals to ask parents to exhaust other alternatives before signing up with private tutors, who must be funded by the district.
