Sanctions kick in for Miami "double F" schools

Just-released annual school report cards indicate nearly 140,000 Miami-Dade students will be eligible to transfer out of their failing schools under NCLB mandates. The Florida Board of Education ruled Monday that schools earning two F's in any four-year period must offer vouchers, draw up individualized student "success plans" and have staff certified in the subject areas they teach.
