Gates' small-schools push suffers missteps

In its cover story, BusinessWeek finds that although the Bill & Melinda Gates Foundation's small-schools program has enjoyed limited success, it also has experienced several setbacks. Six years into their initiative, the Gateses, undeterred by the lack of dramatic test score gains in their schools, say they're committed to working for public education reform for the long haul.
