Are teachers just the sum of their students' test scores?

While yearly examinations have become a regular part of K-12 education thanks to NCLB, there has yet to emerge a good answer about what exactly should be done with all of the data this testing yields. One of the more controversial notions involves using these exam results to gauge a teacher's value in the classroom, using their students' test scores as guide posts for determining an educator's pay, chance at tenure and other benefits.
