Insurers say NAIC should not issue ratings

The National Association of Insurance Commissioners should not be trying to double as a financial ratings firm, says PCI Vice President Deirdre Manna. While regulators and insurers agree that current rating practices are inadequate, Manna says ratings fall outside of regulators' mission.
