EPA tells 2 more companies to ignore Texas air-permitting rules

The Environmental Protection Agency on Tuesday ordered two companies in Texas to bypass the state's air-permitting rules and seek clean-air permits from the federal government. The Chevron Phillips Cedar Bayou plant and Garland Power & Light were given until Sept. 30 to reapply. The EPA has threatened to supersede Texas' air-quality program, saying it violates the federal Clean Air Act.
