New requirement to log all patient data disclosures draws fire

Covered entities under the HIPAA privacy rule aired their concerns with and disapproval of a new provision requiring them to account for disclosures of patient treatment and payment data, saying the requirements are burdensome and unnecessary. The Office for Civil Rights, which sought industry feedback on the proposed rule, said it "does not have the authority to modify the requirements."
