North Carolina city to raise premiums for employees who smoke

Beginning next year, city employees in Winston-Salem, N.C., will have to pay more in insurance premiums if they use tobacco products under a policy that aims to save money. Workers who use tobacco products also will only be eligible for the city's basic health coverage plan.
