Should college-entrance exams be mandatory?

All students in Utah would be required to take a college-entrance exam under legislation being proposed by a state lawmaker. Supporters say offering free access to the exams is likely to encourage more students to enroll in college. However, a portion of the draft bill that would create a two-tiered diploma -- depending on how students score on the exams -- has drawn criticism from some who say it could discourage low-scoring students.
