Chicago schools have improved academic achievement, teacher training and graduation rates since Mayor Richard Daley took control of the school system in 1995, a report says. Chicago Public Schools CEO Arne Duncan says mayoral control is a more efficient management model for large districts because it streamlines bureaucracy.
