Chicago increase student transfer numbers

In an effort to meet NCLB standards, Chicago Public School officials announced that tens of thousands of students will have the opportunity to transfer out of failing public schools. Officials are worried about overcrowding at better schools, though, and say that not all students who request a transfer will be guaranteed a spot.
