NCLB critics take time to study law's impact

Last month, Wisconsin Attorney General Peg Lautenschlager issued an opinion that the state did not have to implement NCLB unless it was fully funded by the federal government. Although the opinion opens the door to a court challenge of the legislation, many NCLB opponents think it's too early and costly for the state to file suit this year.
