Column: Airlines prepare to enforce carry-on rules

American Airlines and United Airlines are preparing to strictly enforce limits on carry-on luggage as they start charging travelers for every piece of checked luggage, The Wall Street Journal's Scott McCartney writes. He notes that the carriers will station workers near the entrance to security lanes to intercept travelers exceeding the limit for carry-ons.
