D.C. City Council gives final approval to a 5-cent bag fee

The Washington, D.C., City Council voted unanimously this week to approve a 5-cent fee on paper and plastic bags at stores, restaurants and pharmacies. Food and liquor retailers will keep at least 1 cent per bag. The fee will go into effect following a public-awareness campaign and the distribution of free, reusable bags to the elderly and low-income families.
