Dooley: Chemical-plant security program should be made permanent

The Chemical Facility Anti-Terrorism Standards are set to expire this year, and unless Congress takes action to reauthorize the program, the Department of Homeland Security won't have the resources to continue with the program, writes Cal Dooley, president and CEO of the American Chemistry Council. Dooley notes that the ACC strongly supports making the program permanent.
