Proposal would create regulator to oversee chartered banks

The Obama administration's proposal for changing the regulatory framework of the financial system includes establishing a national bank supervisor to oversee federally chartered banks. The regulator, which would be a separate agency within the Treasury, would take over the Office of the Comptroller's supervisory powers and responsibilities of the Office of Thrift Supervision, which would be closed.
