Animal-cruelty bill in North Carolina heads to governor

The North Carolina Senate on Wednesday approved a bill that would impose tougher penalties for animal cruelty and that will go to the governor's office for signing. The measure, dubbed Susie's Law, was inspired by a dog that almost died after being beaten and burned by a man from Greensboro.
