CMS proposes guidelines for ACA's insurance exchanges

The CMS proposed standards for oversight, monitoring and reporting involving state health insurance exchanges, a main component of the Affordable Care Act set to open in October. The proposal describes how states can run their programs for small businesses, and it includes measures covering tax credits and consumer protection benchmarks. "The release of these guidelines signals that we're ready to build on our ongoing efforts and ensure that the new systems are fiscally sound," said Marilyn Tavenner, administrator of the CMS.
