Is Calif. tenure ruling as historic as Brown?

A court ruling in California that struck down tenure and other job protections for teachers is being hailed by some as a way to better serve disadvantaged students and minorities, as historic as Brown v. Board of Education. Richard D. Kahlenberg, a senior fellow at think-tank Century Foundation, writes in this commentary that a better solution is to encourage socioeconomic integration of schools, as Raleigh, N.C., and Cambridge, Mass., have done with magnet programs. He also writes that there are National Board Certified Teachers throughout the Raleigh district.
