California reconsiders Sacramento canal plan

California lawmakers are reconsidering a plan first proposed in 1980 to build a canal bringing fresh water from the Sierra Mountains to the water-deprived Sacramento-San Joaquin Delta. Voters rejected the controversial original plan, but officials say a new canal could make a big difference in solving some of the area's environmental problems.
