Grass clippings ordinance "ridiculous," landscaper says

A new grass clippings ordinance in Mauldin, S.C., is being called a "back-door tax" by at least one local landscaper. The city will now require clippings to be bagged instead of piled by the side of the road, and Jim Minkler, owner of Minkler's Lawn Care, says that could add $120 a month to the bill of a homeowner with a one-acre yard.
