In a closed-door meeting Thursday of the International Atomic Energy Agency, India led a group of developing nations opposed to President Barack Obama's plan to develop a global nuclear-fuel bank. "[Developing nation] delegations kept saying they felt this plan would hamper their inalienable and sovereign right under the Non-Proliferation Treaty to develop their own nuclear-fuel cycle," an unidentified diplomat said.
