Lawmakers: Relax exit-exam mandate until Calif. budget crisis ends

California students shouldn't be punished for dwindling school resources, say some Democratic lawmakers who want to postpone the state's exit-exam requirement until school budgets are less stressed. Gov. Arnold Schwarzenegger said he doesn't support the proposal, and state Superintendent of Public Instruction Jack O'Connell called it a "huge setback."
