Reactions from foreign investors and financial experts to President Barack Obama's proposals to reform how the U.S. regulates its financial system ranged from polite skepticism to cautious optimism. "Although Obama's new rules sent out a positive signal, it's impossible to rebuild the credibility of the U.S. financial system to 100%," said Mei Xinyu, a researcher with the Chinese Commerce Ministry.
