Survey data challenge MedPAC recommendation

A recent survey involving 261 imaging machines in 46 centers found that the imaging utilization rate is 48% in rural areas and below 60% in urban areas. These figures put into question the Medicare Payment Advisory Commission's proposal to increase the assumed utilization rate from 50% to 90% to compute for outpatient advanced imaging Medicare payment rates for such procedures.
