91 banks fail to make TARP dividend payment

According to SNL Financial, 91 financial institutions did not make a dividend payment May 17 that was required by the Troubled Asset Relief Program. In some cases, state regulators told banks to miss the dividend to conserve cash. The situation raises the question of whether the Treasury Department will be fully paid back.
