Ban on plastic grocery bags approved by L.A. City Council

The Los Angeles City Council has approved a preliminary ban on plastic grocery bags in supermarkets, convenience stores and retailers that sell groceries. A second vote is expected next week. If the measure is approved, businesses would face fines for violating the new law, which would be phased in over the next year. Opponents say a provision charging customers 10 cents for a paper bag is an unfair tax.
