City, HOA fight over fixing faulty dam

The city of Fayetteville, N.C., and the Rayconda homeowners association are at odds over who is responsible for fixing a deteriorating dam that supports the only road into the neighborhood, a project that could cost hundreds of thousand of dollars. Now, the state is stepping in, demanding that the two parties fix the problem or face legal action.
