Wash. group files complaint over 9-1-1 responses

A Whatcom County, Wash., advocacy group has filed a civil rights complaint with the Justice Department against U.S. Customs and Border Protection and the border towns of Sumas, Blaine and Lynden. The complaint alleges that Latinos living in the area are afraid to call 911 because Border Patrol officers process the calls and often respond to the call along with the police.
