S.C. education board makes student progress part of teacher evaluations

South Carolina teacher evaluations will be based partly on student performance under new rules adopted this week by the state's Board of Education. Under the new policy, classroom observation will make up half of a teacher's evaluation, with an additional 30% based on student progress. Districts can decide for themselves what the last 20% comprises. However, the board rejected a proposal to give teachers A-F grades.
