Duncan cautions states on stimulus spending

U.S. Secretary of Education Arne Duncan has warned states not to use federal stimulus money to replace state funds for education. In a letter to Pennsylvania Gov. Ed Rendell, Duncan said this does a "disservice to our children" and said that states that do not increase funding to education with stimulus cash could be overlooked when Duncan hands out $5 billion in discretionary funding for education.
