Teachers in Florida's Hernando district would be evaluated in part on student performance under a new system that district and union officials are near agreement on. Under the proposal, administrators would continue to evaluate teachers based on classroom observations, but teachers also would receive credit for work they do tutoring students or assisting with school activities. "It starts with that overall view of, 'What makes a good teacher?' " said Joe Vitalo, president of the Hernando Classroom Teachers Association.
