The Virginia Board of Education recommends that school districts use "student growth percentiles" -- measuring students' progress according to performance on standardized tests -- to measure students' achievement, as well as the effectiveness of their teachers. District officials are working to develop their own teacher-evaluation systems, but officials in some districts have criticized the growth model, saying it is of little value because it is limited.
