Florida's emergency manager reorganizes for better cash flow

Craig Fugate, Florida's director of emergency management, is reorganizing his office to streamline the flow of aid from the federal to local governments following hurricanes. Failure to receive funds from FEMA following several hurricanes in 2004 and 2005 has caused Florida to reevaluate its system and find ways to lessen damage and speed up recovery.
