Disaster response in New Orleans, Iowa draws comparisons

As flooding continues to devastate the Midwest, the Nelson A. Rockefeller Institute of Government has issued its sixth and final report on lessons learned following Hurricane Katrina, and the two disasters are drawing inevitable comparisons. Though one official with the Army Corps of Engineers insists, "The answer for New Orleans is not the answer for Iowa," FEMA's response to the latest disaster does appear to be informed by the lessons learned in New Orleans.
