Report: About 30% of ninth-graders drop out

A new study by a research center affiliated with Education Week has found that in the 2002-03 school year, for which the most recent data is available, about 30% of public school freshmen failed to finish high school with a diploma. Some experts contend the study's numbers are skewed in districts that retain students in ninth and 10th grade.
