Judge: Milwaukee schools must provide compensatory special education

Milwaukee schools must identify and help students who were eligible for but did not receive special-education services between 2000 and 2005, a federal judge has ruled. The district must hire an independent monitor to ensure such students receive compensatory education, according to the ruling.
