EPA postpones enforcement of lead-paint safety rules

The Environmental Protection Agency has decided to postpone until at least October enforcement of new rules on lead-paint safety after an outcry from builders and lawmakers. The regulations, which took effect in April, require lead-paint safety certification of contractors working on older homes. Industry groups argue that the rules would raise costs and lead to fines and litigation against contractors.
