New HHS guidelines focus on substance abuse e-records exchange

ONC and the Substance Abuse and Mental Health Services Administration have issued guidelines designed to explain the scenarios under which providers and other health care groups can electronically exchange the health records of patients who have a history of substance abuse. The patient consent requirement for such records "is often perceived as a barrier to the electronic exchange of health information," the agencies said.
