Non-union contractors want fairer shot at deals

Non-union contractors are lobbying for voter bans on deals that give unions an advantage in bidding for government contracts in Los Angeles and Long Beach, Calif., writes Howard Fine. A measure could be placed on the ballot in Los Angeles County by February 2012. The call to ban these project-labor agreements could set off a battle between business and labor interests.
