Report: Haiti reconstruction is stalled by discord

Millions of people remain displaced in Haiti, but post-earthquake reconstruction efforts there have been hampered by weak leadership, donor disagreements and disorganization, according to a report by the U.S. Senate. U.S. lawmakers are considering a $2 billion aid package to help the struggling island nation rebuild. "While many immediate humanitarian relief priorities appear to have been met, there are troubling signs that the recovery and longer term rebuilding activities are flagging," according to the report.
