Delays in planned construction projects have left Sacramento, Calif., officials holding $775 million in unspent stimulus funds. With a number of major projects, including smart-grid upgrades and improvements to Folsom Dam still in the pipeline, officials say the Sacramento economy could benefit from a slow trickle of stimulus dollars for years to come.
