Court strikes down FCC indecency fines

The U.S. Supreme Court ruled that Fox and ABC had not been given "fair notice" of the Federal Communications Commission's changing rules on decency, eliminating fines against them over shows such as "NYPD Blue" and the Billboard Music Awards. "The commission failed to give Fox or ABC fair notice prior to the broadcasts in question that fleeting expletives and momentary nudity could be found actionably indecent," wrote Justice Anthony Kennedy.
