Big trouble in China's carbon-trading program?

China's new carbon-trading pilot program is the second-largest in the world -- but it repeats many of the errors made by its predecessors, according to The Economist. China is right to seek to reduce emissions, but it may have doomed its fledgling trading efforts by issuing too many carbon allowances, effectively flooding the marketplace, it says.
