Del. governor signs transgender-rights law

Delaware Gov. Jack Markell signed Senate Bill 97 into law on Wednesday. The bill adds gender identity and expression protections to existing nondiscrimination statutes, making Delaware the 17th state to extend such protections to transgender people.
