Pandora wants ASCAP to enforce group royalty rate

Pandora has petitioned the ASCAP rate court to enforce royalty rates set by the organization's consent decree so that publishers cannot try to negotiate individual fees. Pandora is said to be trying to forestall publishers such as Universal and BMG Chrysalis from pulling their digital rights from ASCAP on July 1.
