Least-expensive fix selected for Big Dig tunnel leak

Big Dig officials have settled on the least expensive of three possible plans to fix a leak in the northbound I-93 tunnel through Boston, which was gushing nine months ago and has been temporarily plugged since then. The fix, expected to cost less than $1 million, involves bolting a concrete-encased steel plate over the leak, whereas an outside consultant had recommended a complete rebuilding of the wall.
