UN says aid funds should go to disaster preparation

The UN called for more aid funds to help countries prepare in advance for natural disasters instead of responding after the fact. The UN emergency relief coordinator said 10% of humanitarian aid and 30% of climate change response funds should be used to prepare organizations within vulnerable countries to be first responders after natural disasters.
