House's plan would require banks to retain stake in safest loans

Rep. Barney Frank, D-Mass., leader of negotiations for the final version of the regulatory-reform bill, proposed including even the safest loans in a measure that would require mortgage lenders to retain a financial stake in the loans they offer. The Senate version of the bill would exempt the safest types of loans, such as fixed-rate loans requiring proof of income and other standards.
